As a resident of my beloved Wigan I have to say that as a council they are very forward thinking and lead the way in a number of areas. On the whole I think they do a pretty good job, particularly in testing financial times. However, what have I just seen? My eyes! My ears! My precious senses have been assaulted. Still better than your standard council fayre though, so flat caps off for trying something different.
